Umrah Travel Agency Website Design Service: A Verifiable PPIU Licence, Itemised Packages, Registration by WhatsApp and Form

Umrah travel agency website design service: a PPIU licence number pilgrims can verify, itemised packages, departure schedules, and registration by WhatsApp.

Portrait of Dicky Ibrohim with the text “Umrah Travel Agency Website Design Service. Verifiable PPIU Licence, Itemised Packages, Registration by WhatsApp.”

This umrah travel agency website design service builds websites that answer the first question every prospective pilgrim asks: is this agency licensed? The PPIU licence number is shown next to the steps for checking it in the official app. Packages are itemised component by component. Your own staff update the departure schedules. Sign-ups arrive by WhatsApp or through a form that goes to the agency's email. I do all the work myself from Jakarta, as a website engineer and technical lead.

The website is for licensed umrah travel operators (PPIU) and special hajj operators (PIHK). Online payment is not part of the default package. Deposits are paid through the channel the agency already uses, to a bank account in the company's name, and the website explains that flow.

In short

  • The licence number, accreditation, and office address sit on a legal page, with the steps for checking them in the SatuHaji app.
  • The package page lists every component promised, matching the written agreement that Law 8/2019 requires.
  • Departure schedules, prices, and seat quotas are updated by your staff through a panel.
  • Registration runs through WhatsApp and an enquiry form. An online payment system comes only once the queue is real.
  • Paid once. Afterwards the running costs are the domain, plus a server if the agency chooses one. Free malware cleanup guarantee for 3 months.
  • First step: tell me about your agency through the form on the homepage.

Why pilgrims check the licence before they read the packages

Pilgrims check the licence first because they read the same news you do. In June 2026 the Ministry of Hajj and Umrah, as reported by JawaPos, asked the public to choose travel agencies carefully and to verify their licences in the SatuHaji app. The ministry's five-point umrah checklist (5 Pasti Umrah), summarised by NU Online, puts "the agency is licensed" first. Only then come the schedule, the flight, the hotel, and the visa.

The Ministry of Religious Affairs oversaw umrah before the new ministry was formed. It too warned against fares far below the reference price, which was set at Rp23 million in 2024.

The market is still large, and Saudi Arabia keeps pushing it. The Pilgrim Experience Program targets 30 million umrah pilgrims a year by 2030. Agencies that are licensed and present their details tidily get a share of that growth. An agency whose licence cannot be checked loses before it gets a chance to explain its packages.

Umrah travel websites I build have a legal page. It shows the PPIU licence decree number and date, accreditation status, the director's name, and the business identification number (NIB). It also shows the office address and the bank account in the company's name.

The legal basis is Law 8/2019. Article 86 states that umrah is organised by a PPIU. Article 94 lists a PPIU's obligations, and Article 122 sets criminal penalties for anyone acting as a PPIU without the right to. Law 14/2025 amended it in September 2025. One change moved power to the minister in charge of hajj and umrah. Another opened a route for independent umrah under set conditions, as Hukumonline summarises. The Ministry of Hajj and Umrah itself was set up by Presidential Regulation 92/2025.

What makes this page work is the steps for checking the licence. Kompas TV in July 2026 explained how. Pilgrims open the SatuHaji app, go to the Umrah Operators menu, and see an agency's decree number, director, accreditation, and status. Your website carries those steps in three sentences beneath the licence number. A pilgrim can check right away and find your name there.

I am not a hajj and umrah licensing consultant. The licence number, the accreditation status, and the text of the agreement come from the agency, and the agency is responsible for them.

The package page: itemised to match the agreement, not just "five stars, close to Masjid al-Haram"

The package page on websites I build itemises every component promised. That means the visa, the airline and route, and the names of the hotels in Makkah and Madinah with their distance to Masjid al-Haram and Masjid an-Nabawi. It also means the number of people per room, meals, ground transport, the guide, equipment, and what is excluded.

Article 94 of Law 8/2019 requires a PPIU to provide document, accommodation, meal, and transport services as set out in a written agreement. The PPIU must also provide a guide and follow minimum service standards and the reference price. A package page that matches the agreement word for word removes the biggest source of complaints. That source is a brochure that promises something the contract does not.

The price is the agency's decision. The page notes what can change (exchange rates, airline fares, Saudi policy) and the cancellation terms. Departure dates, seat quotas, and status (available, filling up, full) are updated by your own staff through a panel, because they change every week.

Sign-up by WhatsApp and a form: enough, and safer for pilgrims

Sign-ups on umrah travel websites I build run through a WhatsApp button and an enquiry form. The form asks for a name, contact details, city, the package of interest, and the number of pilgrims. Each entry goes to the agency's email. Staff then contact the pilgrim about the agreement and the deposit through the channel the agency uses. The form never asks for a passport number or a photo of an ID card. That data is collected after the agreement is signed, not on the website.

This flow is cheaper and safer, and it matches how pilgrims behave. Almost all of them want to speak to a person before paying tens of millions of rupiah. Online payment on the website also raises the stakes if the site is hacked. A pay button can be pointed at another account without you noticing.

A registration and online payment system of your own only makes sense once two things are true. The agency has at least one admin, and sign-ups really can no longer be handled by chat, for example from several branches with hundreds of pilgrims a month. Such a system costs more to build and maintain, so there is no need to rush. The pattern is the same as the catalogue with orders by WhatsApp that I wrote about separately.

The form is protected from spam without a captcha that trips up older pilgrims. It also includes consent for data use under the Personal Data Protection Law.

Which pages does an umrah travel website need?

  • Home: the agency name, the licence number on one line, the nearest departure, and a WhatsApp button.
  • Legal: the PPIU or PIHK licence, accreditation, office address, company bank account, and how to check them.
  • Umrah packages: each package with its components, hotels and distances, price, and what is excluded.
  • Departure schedule: dates, airline, seat quota, and status, updated through the panel.
  • Special hajj: its own section with the PIHK licence, waiting period, and sign-up requirements.
  • Guides and team: who accompanies the pilgrims.
  • Guidance and FAQs: documents needed, vaccinations, cancellation, and what to pack.
  • Contact and branches: the address of each office, a map, hours, and the enquiry form.

Photos of past trips, pilgrims' stories, and video are the agency's choice. The website provides the space, and the content is updated through the panel.

Found when people search for an umrah agency in your city, including through AI

Umrah travel websites I build are set up to be found for searches such as "licensed umrah agency in Bekasi" or "umrah December 2026 from Surabaya". The content is also prepared so that AI Overviews, ChatGPT, and Perplexity quote it right when pilgrims ask a machine instead. A detailed legal page and a detailed package page are the material AI quotes most often. They answer the questions people type. Agency details are matched to the Google Business Profile of each office. Each branch gets its own page.

Speed is targeted to pass Core Web Vitals on phones and laptops, since pilgrims open package pages on their phones while they talk it over with family. This site uses the same approach, and on 12 October 2026 it scored 94 on Lighthouse mobile.

Tracking, if the agency runs ads

If the agency advertises for a particular season, tracking can be set up down to specific actions. Examples are a tap on the WhatsApp button, a submitted enquiry form, or a visit to a particular package page. Pixels and tags are installed from the agency's own ad accounts, not mine, and only run after the visitor agrees. Without ads, the website runs fully with no tracking at all.

Malware-resistant, with a free 3 month cleanup guarantee

Umrah travel websites I build use the same security standard as this site. This site scored A+ on securityheaders.com and Mozilla HTTP Observatory on 12 October 2026. The agency can test its own website with the same tools. How it is done is not written here on purpose; a public recipe would only help intruders.

For an umrah agency, a compromised website is dangerous twice over. Gambling ads on the package page destroy trust. A bank account number or WhatsApp button swapped by an intruder can divert pilgrims' money. Your website therefore comes with a free malware cleanup guarantee for 3 months from launch, stated on the proof of payment; other packages give 1 to 6 months. During the guarantee period the cleanup is done at no extra charge. I remove the malicious code, restore the website files from the latest backup, and close any entry point found in the website I delivered.

After the guarantee ends, cleanup is billed on its own, and serious cases can cost tens of millions of rupiah. What I guarantee is the cleanup; the guarantee is not compensation. There are exclusions: admin negligence such as a shared password, changes made by other parties, and outages at the server or domain provider the agency chose. Components that become outdated after the guarantee ends without renewal are excluded as well. The details are on the terms page, and the basis is my experience cleaning up websites hit by malware.

Cost: paid once, light running costs

This umrah travel website is paid for once, in stages, with a written breakdown. After launch the running costs are the domain, plus a server only if the agency chooses one. Nothing else recurs. A website with packages and schedules and an enquiry form usually runs without a monthly server. There is no subscription to renew just to keep the pages up during departure season.

Support after handover is optional: fixes, updates to website components, and limited help when the agency needs it. Staff change the schedules and prices through the panel, quotas included. Extra features later, such as online payment, a page per branch, or an English version for pilgrims from abroad, are built through the same service at a special rate.

Ready to use, owned by the agency, source code if needed

The default of this service is a ready-to-use website. The built files live on the agency's domain, and the domain and accounts are in the company's name. You get a panel for editing content and a set of handover documents. Those files move to any hosting provider you choose. If the agency ever wants to change who manages the site, my access is revoked and the website keeps running.

The source code, meaning the project files used to rebuild the website and change its structure, is not handed over by default. For an agency this works in your favour. The cost is far lower, and everything that changes weekly (schedules, prices, quotas) is still handled by staff through the panel. My support applies in full to the version I delivered.

Buying the code only makes sense if the agency has its own IT team or plans to build a large sign-up system on its own schedule. That option has its own price and costs far more, and sometimes it cannot be provided at all because the website uses licensed components. Its status is written in the offer.

Why an agency should not build it with AI, use a web agency with no clear accountability, or settle for a free hosting template

ConsiderationBuilding it yourself with AIA web agency with no clear accountabilityA free hosting templateBuilt by an engineer (this service)

AI can write a package page in a minute, complete with hotel distances nobody checked and components that are not in the agreement. For an umrah agency that is not a small mistake. I wrote about what can go wrong on pages built wholly by AI in the online store case.

With a web agency where you do not know who does the work, you also do not know who holds access to a site that shows your company's bank account. A free hosting template is fine for a brochure, then becomes a chore when the schedule has to change every week.

I am not the right choice if the agency needs a registration and online payment system for thousands of pilgrims from day one, or a content team posting every day.

Who is behind this umrah travel agency website design service?

This umrah travel agency website design service is run directly by me, Dicky Ibrohim, website engineer and technical lead. My profile is on the about page. My daily work is building websites and applications, fixing ones that break, and cleaning up ones hit by malware. I have handled thousands of cases. I use AI to speed up the repetitive parts, then test the results myself. That includes checking that enquiry forms reach the agency's email and that the WhatsApp button points to the right number.

I am not an umrah operator and not a licensing consultant. Package contents and licences come from the agency, as do the agreements. What I supply is licensed; what the agency supplies, the agency vouches for.

Process: from the package list to launch

  1. Tell me about your agency through the form on the homepage: how many packages and branches you have, which licences you hold, and the nearest departure.
  2. A written offer within one or two business days, covering the page structure, schedule, fees and payment stages, server needs, the malware guarantee period, and the scope of optional support.
  3. A short interview: the contents of the agreement and packages, the hotels and airlines you use, the sign-up and deposit flow, and the questions that reach your WhatsApp most often.
  4. Text and design: I draft them, and the agency reviews and approves them, especially the legal and package pages.
  5. Preview on phone and laptop: the WhatsApp button and enquiry form are tested until the messages arrive.
  6. Launch and handover: access, ownership documents, and a panel guide are handed to the agency.

What the agency needs to prepare

  • The PPIU or PIHK licence decree number and date, accreditation status, NIB, and the address of each office.
  • The package list, with components that match the written agreement.
  • The nearest departure dates, airlines, hotels with their distances, and seat quotas.
  • The names of the guides and the team who accompany pilgrims.
  • The WhatsApp number and email that receive sign-ups, and the bank account in the company's name.

Eight questions to ask before choosing who builds your umrah travel website

  1. Is the licence number shown, along with how to check it? (Yes, on the legal page.)
  2. Is the package page built from the agency's written agreement? (Yes, and the agency approves it.)
  3. Can schedules, prices, and quotas be changed by my own staff? (Yes, through the panel.)
  4. Who owns the domain and accounts? (The agency.)
  5. What if the website gets hit by malware? (Within the 3 month guarantee stated on the proof of payment, the cleanup is free.)
  6. Which costs recur? (The domain, plus a server if the agency chooses one; support is not required.)
  7. Is it possible to move the website to another host? (Yes, at any time.)
  8. Can online payment or branch pages be added later? (Yes, at a special rate.)

First step: tell me about your agency

Prospective pilgrims choose the agency whose licence they can check themselves and whose packages leave no question marks. A website that holds both neatly and stays simple to update every week is what this umrah travel agency website design service delivers.

Tell me about your agency through the form on the homepage or email hello@dickyibrohim.com. I reply with a page structure and the cost, plus an estimated launch date before your next departure season.

Frequently asked questions

How much does an umrah travel agency website cost?

The build fee is paid once, in stages, with a written breakdown. After launch, the running costs are the domain, plus a server only if the agency chooses one; support is optional. The amount depends on the number of packages, the number of branches, and the features you need. I send it after you tell me about your agency through the form on the homepage.

Does the PPIU licence number have to be shown on the website?

Law 8/2019 requires umrah to be organised by a licensed PPIU, and the Ministry of Hajj and Umrah asks the public to check an agency's licence in the SatuHaji app. Showing the licence number with the steps for checking it is the fastest way to convince prospective pilgrims that your agency is official.

How do prospective pilgrims check my agency's licence?

Through the SatuHaji app from the Ministry of Hajj and Umrah, under the Umrah Operators menu, which shows the decree number and date, the director, accreditation, and status. Your website carries those short steps, so prospective pilgrims do not have to search for them.

What has to be written on the package page?

The components promised: visa, flights and airline, hotels with their distance to Masjid al-Haram and Masjid an-Nabawi, meals, ground transport, guide, equipment, and what is excluded. Law 8/2019 requires a PPIU to deliver services as set out in a written agreement, so the package page should match the agreement exactly.

Does this website have online payment?

Not by default. Prospective pilgrims register by WhatsApp or the enquiry form, then pay the deposit through the channel the agency uses, to a bank account in the company's name. Online payment can be added later as an extra feature once registrations are no longer manageable by chat.

Can I change departure schedules and prices myself?

Yes. Schedules, package prices, seat quotas, and departure status are changed through a simple panel without contacting me.

Can one website cover both umrah and special hajj?

Yes. Each gets its own section with its own licence number (PPIU and PIHK), its own packages, and a separate schedule.

Do I receive the source code?

The default is a ready-to-use website: the built files live on the agency's domain, can be moved to any hosting, and come with access and handover documents. The source code is a separate option with its own fee and is not always available; its status is written in the offer.

What if the website is hit by malware?

The agency website comes with a free malware cleanup guarantee for 3 months from launch, as stated on the proof of payment; other packages give 1 to 6 months. The guarantee is a cleanup service, not compensation; the scope and exclusions are on the terms page.

When does an umrah agency need its own registration and online payment system?

Once the agency has at least one admin and registrations really are no longer manageable through WhatsApp and the form, for example with hundreds of pilgrims a month from several branches. Such a system costs more to build and maintain, so there is no need to rush.

Updated

The provisions of Law 8/2019, Law 14/2025, and Presidential Regulation 92/2025, the licence verification steps, and the operator figures were checked against the sources linked in the source list on 16 October 2026. Speed and security figures were measured directly on 12 October 2026 with securityheaders.com, Mozilla HTTP Observatory, and Lighthouse.
