Portrait of Dicky Ibrohim with the text “Car Rental Website Design Service. A Clear Fleet, Licences Renters Can Check, WhatsApp Bookings Without ID Uploads.”

This car rental website design service builds websites that show your fleet clearly and keep the rental terms out in the open. It is for car rentals, intercity shuttles, bus and minibus charters, and scooter hire. Renters can check your business licence for themselves. Bookings come in through WhatsApp, and nobody has to upload a photo of an ID card or driving licence. I design and build every one myself, as a website engineer and technical lead.

The website suits self-drive rentals, rentals with a driver, door-to-door intercity shuttles, tour bus charters, and scooter rentals in tourist towns. I do not build booking apps, vehicle tracking systems, or online payment from scratch. If you already pay for one of these, your new site links to it.

In short

  • A fleet catalogue by unit: capacity, transmission, year, and a starting price if you want one shown. There is no shopping cart.
  • Separate pages for self-drive, with a driver, door-to-door shuttle, and tour charter, each matching the licence it needs.
  • A legal page with your registered business name and steps for checking it on SPIONAM, run by the Ministry of Transportation.
  • Rental terms a renter can read in a minute: deposit, late return fee, fuel, and where the vehicle may go.
  • Bookings by WhatsApp. You check the original documents when you hand over the vehicle, so nothing gets uploaded to the website.
  • One build fee, then the domain and a server if you pick one, plus free malware cleanup for 3 months. Start with the form on the homepage.

Renters choose by fleet and terms, then look for proof the business is licensed

Demand for rental vehicles peaks in certain seasons. A Ministry of Transportation survey quoted by Kompas put potential travel during Lebaran (the Eid al-Fitr holiday) 2026 at 143.9 million people. In Bali, foreign tourists arriving by air in 2025 numbered more than 7 million. Most of these travellers compare a few rentals on a phone before they message one.

Price is only part of the decision. The government keeps telling people to avoid unlicensed shuttles (travel gelap). One example is the Minister of Transportation's appeal ahead of the 2025 homecoming season. Those vehicles have not passed roadworthiness tests and usually carry no passenger insurance. Shuttle passengers now look for signs that an operator is legitimate, and your website is the best place to show them.

Self-drive, with a driver, door-to-door, or tour charter: each gets its own page

Each type of service falls under different rules. Non-route passenger transport is governed by PM 117/2018, as amended by PM 16/2019. General rental transport means hiring a whole vehicle, with or without a driver, for at least six hours, and it must go through a booking or an agreement. A door-to-door intercity shuttle runs between a fixed origin and destination over no more than 500 kilometres. Its vehicles carry the words "ANTAR JEMPUT" and yellow public transport plates.

Articles 35 to 38 of the same regulation require the operator to be a legal entity with at least five vehicles registered in that entity's name. A self-drive rental without a driver uses the business code for motor vehicle rental instead. Because of these differences, the websites I build put self-drive, chauffeured, door-to-door shuttle, and bus or minibus tour services on separate pages. What each page says follows the licence you actually hold.

A rental booked through WhatsApp or a website form is not special rental transport, the category that covers app-based taxis. Under PM 118/2018, that kind of trip is ordered through an app, with the fare shown in the app. I am not a transport licensing consultant, so the licence type and its number come from you.

The Ministry of Transportation runs SPIONAM, where anyone can look up a company by name or a vehicle by its plate number. It covers both route and non-route passenger transport. Rental and shuttle websites I build include a legal page with three things. It shows the business name as registered under your business identification number (NIB), the licence type, and short steps for checking both on SPIONAM.

That works better than a ministry logo, which can raise more doubts than it settles. A passenger who has heard stories about cars that never passed inspection feels calmer once they can match your company name and number plates on their own.

A fleet catalogue without a shopping cart

Your fleet appears like a catalogue: a photo of each unit, the model and year, seats and luggage space, transmission, and whether it comes with a driver. A starting price per day or per package can appear if you want it, with a note on what it covers and what it leaves out. Each unit has an "Ask about availability" button. Tapping it opens WhatsApp with a message that already names the unit, the dates, and the city.

You update units, photos, and prices yourself through a panel. For intercity shuttles, routes and departure times get pages of their own. A service area on Google Business Profile is limited to about two hours' drive and no more than 20 areas. Route pages on your website can reach searches like "travel Bandung Jakarta" that the Maps profile has no room for.

Open rental terms prevent misunderstandings

Plenty of rental disputes begin with a condition the renter only hears about after collecting the car. Websites I build include a short rental terms page. It covers the deposit and when it is forfeited, the late return fee, fuel rules, where the vehicle may be driven, and insurance with its excess, if there is any. You decide what goes on that page.

Article 18 of Law 8/1999 on consumer protection bans standard clauses that shift the business's responsibility or refuse to return money already paid. Such clauses are void by law. Paragraph 2 also asks for standard clauses to be written so they are easy to read. Clear terms protect you if a dispute comes up, and renters book more readily when nothing catches them out.

Booking through WhatsApp, with no ID or selfie uploads

Rental car embezzlement is a real problem. Kompas in March 2026 mapped the methods, from dishonest renters to organised syndicates. In Bali, detikBali reported on a syndicate whose members posed as tourists, pulled out the GPS trackers, and faked the number plates. It makes sense that owners ask for strict identity documents.

Even so, a website form is the wrong place to collect photos of ID cards (KTP), driving licences, or selfies holding an ID. Law 27/2022 classes biometric data, facial images included, as specific personal data. Article 34 requires an impact assessment whenever that kind of data is processed. A stack of ID photos sitting in an email inbox is also an easy prize if someone breaks into the account.

So the form on rental websites I build asks only for a name, a WhatsApp number, the dates, the unit, and the pick-up and drop-off points. The documents you require are listed as text on the rental terms page, and you inspect the originals at vehicle handover. Your screening stays strict, and you avoid keeping a pile of risky data.

WhatsApp and email are enough for most rentals. A booking and online payment system of your own only makes sense once you employ at least one admin and chat can no longer keep up. Picture dozens of vehicles across several cities. Building and maintaining that kind of system costs far more, so there is no reason to hurry. I explain when the step is worth taking in the article on catalogue stores with WhatsApp orders.

An English version for rentals in tourist towns

Car and scooter rentals in Bali, Lombok, or Labuan Bajo serve a lot of foreign guests. The websites I build can come in Indonesian and English, each language with its own page address. A search for "scooter rental Canggu" then lands on the English version. The English pages also state plainly that renters must hold a driving licence for the type of vehicle, as Article 77 of Law 22/2009 requires. They never promise "no licence needed".

Fast on phones, found on Maps and in AI answers

People often look for a rental while they are already on the road or have just landed. The websites I build are targeted to pass Core Web Vitals on phones and laptops, even when the fleet catalogue is full of photos. This site follows a similar approach and scored 94 on Lighthouse mobile on 12 October 2026. After your rental website goes live, you can measure it with that same tool.

Your business details are matched to your Google Business Profile, down to the list of services such as self-drive, with a driver, and airport transfers. Unit and route pages that answer questions clearly are also easy for AI Overviews, ChatGPT, and Perplexity to quote. Someone might ask for "an Innova with a driver in Yogyakarta for six people", and your page has the answer.

Tracking, if the rental advertises

Rentals that run ads before Lebaran or the school holidays can track the actions that count. Those are a tap on the availability button, a form sent, or a visit to a particular route page. Tags are installed from your own ad accounts and only switch on after the visitor agrees. If you do not advertise, the website runs in full without any tracker.

A secure rental website, with free malware cleanup for 3 months

A hacked rental website can swap your WhatsApp number for one belonging to a scammer, who then asks renters for a deposit. It can also put gambling ads on your fleet pages. The websites I build are secured to the standard used on this site, which earned an A+ on securityheaders.com and Mozilla HTTP Observatory on 12 October 2026. Anyone can run those tests again. I keep the specific techniques out of public view on purpose, so nobody can use them as a map for breaking in.

If malware gets into the website within 3 months of launch, I clean it up free of charge. That period appears on the proof of payment, and other packages offer anywhere from 1 to 6 months. The work means removing the malicious code, restoring the website files from the latest backup, and closing any gaps I find in the website I delivered. What the guarantee gives you is a cleanup service. Compensation is not part of it.

When that period ends, cleanup is billed as a job of its own, and a serious case can cost tens of millions of rupiah. The guarantee does not cover shared passwords, infected devices, changes made by someone else, or outages at the server or domain provider you picked. Components left out of date after the guarantee lapses without renewal are excluded too. The terms page has the full wording. I can offer this because cleaning malware off websites is part of my everyday work.

Cost: paid once, with no booking app subscription

You pay for a car rental website once, in stages, with a written breakdown agreed at the start. After launch, the only recurring cost is the domain, plus a server if you go for one. A catalogue website that takes bookings by WhatsApp usually needs no monthly server. Nobody takes a commission on your bookings.

Support after handover is optional. You can call on it for fixes, component updates, or limited help when something comes up. You change the fleet, prices, routes, and rental terms on your own. If you later want a page per city, an English version, or tour package pages, that work comes with a special offer that costs less than a new website.

Ready to use in your business's name, with source code if you ever need it

What I hand over is a ready-to-use website. The built files live on your business domain, and the domain and accounts are in the owner's or the company's name. You also get a panel for editing the fleet and a handover document. You can move it to any hosting provider you like. If you ever switch to someone else, revoke my access and the rental website carries on running.

The source code is not part of the default package. By that I mean the project files used to rebuild the website or change its structure. For a rental business, leaving it out keeps the cost down. You still manage the fleet through the panel, and my support applies to the version I delivered. Buying the source code is only worth it if you have a development team or plan to build your own booking app. It is a separate option that costs much more, and licensed components sometimes make it unavailable. The offer states its status in writing.

Other options for a rental: AI on your own, an unclear agency, or a free hosting template

AI can produce a rental page that looks complete. It can also add a form for uploading ID cards and selfies that seems secure while it quietly piles up biometric data. I wrote about this and other problems with AI-built websites nobody reviewed in the online store case. An agency where nobody is clearly responsible for the work often keeps the domain in its own name. A free hosting template is fine for a single contact page, but it was never designed for a fleet catalogue with details per unit.

If your business needs GPS tracking, driver scheduling, and automatic payments in one system, go to a fleet management provider. Your rental website then just links out to that system.

Who is behind this car rental website design service?

I run this car rental website design service myself. I am Dicky Ibrohim, website engineer and technical lead, and my profile is on the about page. My working days go into building websites and apps, fixing broken ones, and cleaning up the ones hit by malware, and the cases I have handled run into the thousands. I use AI to speed up the repetitive parts, then I test the result myself. That includes pressing the availability button on every unit from a phone.

I am not a transport licensing or insurance consultant. The licence type, fleet data, prices, and rental terms come from you. The material I create is licensed to you, and you vouch for the material you supply.

Process: from fleet list to launch

  1. Tell me about your business through the form on the homepage: the type of service, the city, the number of units, and whether you serve foreign guests.
  2. A written offer comes back to you inside one or two business days. In it you will find the page structure, schedule, fee per stage, server needs, the malware guarantee period, and what support covers.
  3. A short interview about the fleet, routes, rental terms, legal details, and the questions that land on your WhatsApp most often.
  4. Text and design: I prepare both, and you check them, the rental terms and legal pages in particular.
  5. Testing on phone and laptop: I try every availability button until the message arrives, line up the Google profile, and check the route pages.
  6. Launch, after which you receive the access, the ownership documents, and a guide to editing the fleet.

What you need to prepare

  • The business name as registered under your NIB, your address or service area, WhatsApp number, and email.
  • The licences you hold, for self-drive, with a driver, door-to-door shuttle, or tour charter.
  • A fleet list with photos, capacity, transmission, and prices if you want them shown.
  • Rental terms: deposit, fees, fuel, permitted area, and the documents you check at handover.
  • Routes and timetables, if you run intercity shuttles.

Eight questions to ask before choosing who builds your car rental website

  1. Can I change the fleet and prices myself? (Yes, through the panel.)
  2. Do self-drive and chauffeured services get separate pages? (Yes, in line with the licences you hold.)
  3. Can renters verify that my business is legal? (Yes, with the steps for checking it on SPIONAM.)
  4. Does the form ask for ID card uploads or selfies? (No. You check the original documents at handover.)
  5. Who owns the domain and accounts? (Your business does.)
  6. What do I do if the rental website gets infected with malware? (Within 3 months of launch, I clean it up for free, as written on the proof of payment.)
  7. Which costs recur? (The domain, plus a server if chosen. Support is not required.)
  8. Can an English version or pages for other cities be added later? (Yes, through a special offer.)

First step: send me your fleet list

Renters pick the rental with a clear fleet, open terms, a licence they can check, and a booking that takes one message. Building a website that does all of that, without hoarding renters' identity data, is the core of this car rental website design service.

Tell me about your rental or shuttle business through the form on the homepage, or email hello@dickyibrohim.com. In my reply you get a page structure that suits your fleet, the cost, and an estimated launch date.

Frequently asked questions

How much does a car rental website cost?

The build is paid once, in several stages, with a written breakdown. After launch, the running cost is the domain, plus a server only if you choose one; support is optional. The figure depends on the number of units, cities, and languages. I send it once you describe your business through the form on the homepage.

Does a car rental business need a special licence?

It depends on the form of service. General rental, door-to-door shuttle, and tour transport fall under PM 117/2018 as amended by PM 16/2019, which require a legal entity with at least five vehicles. A self-drive rental uses the business code for motor vehicle rental. The licence type and its number are yours to state.

How do self-drive and chauffeured rentals differ on the website?

Each gets its own page, because the terms and licences differ. The self-drive page lists the documents you check and the rules of use. The chauffeured page lists the duration, the area covered, and what the price includes.

How do passengers know my shuttle is licensed?

The website has a legal page with the business name as registered under your NIB, the licence type, and steps for checking it on the Ministry of Transportation's SPIONAM. Anyone can search there by company name or by vehicle plate number.

Should the website form ask for a photo of the renter's ID card and a selfie?

Better not. Law 27/2022 classes facial images as specific biometric data and requires an impact assessment when that data is processed. The form only needs a name, WhatsApp number, dates, and unit; you check the original documents at vehicle handover.

Is booking through WhatsApp enough?

For most rentals, yes. The button on every unit opens WhatsApp with a message that names the unit, the dates, and the city. A booking system of your own is worth building only once you have an admin and chat can no longer keep up with orders.

Should the rental terms be written on the website?

Yes, so nobody gets a surprise. The deposit, late fees, fuel, permitted area, and insurance are written briefly. Article 18 of Law 8/1999 says standard clauses that shift the business's responsibility or refuse refunds are void by law.

Does a rental in Bali need an English version?

Yes, because many renters are foreign guests. The English version has its own page address and states clearly that renters must hold a driving licence for the type of vehicle, as Article 77 of Law 22/2009 requires.

Do I receive the source code?

By default you get a ready-to-use website on your business domain, with a panel and a handover document, and it can move to any hosting. The source code is a separate option that costs more and is not always available; its status is written in the offer.

What if my rental website gets malware?

For 3 months from launch, as stated on the proof of payment, cleanup is free; other packages give 1 to 6 months. The guarantee is a cleanup service, not compensation; the scope and exclusions are on the terms page.

Updated

The rules on non-route passenger transport and app-based special rental transport, the SPIONAM licence search, the driving licence requirement, standard contract clauses, biometric data protection, news reports on unlicensed shuttles and rental car embezzlement, and the homecoming travel and tourist figures were checked against the sources linked in the source list on 17 October 2026. Speed and security figures were measured directly on 12 October 2026 with securityheaders.com, Mozilla HTTP Observatory, and Lighthouse.
